İbrahim Vasfi Efendi was born in Erzincan in 1858/59 (AH 1275) into the İslam community; the father's occupation was "Terzi". The annual lists begin in 1885/86, with İbrahim Vasfi as Duyun-u Umumiye istimare memuru in Erzincan, the birthplace, where the entries run to 1888/89. Alongside, the lists for 1888 to 1890 give a second post, in Kemah as Memleha müdüriyeti başkâtibi. For 1890 to 1898 the lists have no entry.
