Mehmed Halid Efendi① Bazı süreli memuriyetlerde bulunmuş olan Edirnel i Süleyman Efendi'nin oğludur. 1864 (h. 1280 /R. 1280) senesi orta larında Dimetoka'da doğmuştur. Sıbyan mektebinde ve Dimetoka Rüşdisi'nde ilk bilgileri okumuştur. Türkçe okuryazar. 1880 (h. 1297/R. 1295) senesi başlarında 17 yaşında olduğu halde stajyer olarak Dimetoka Sancağı Tahrir -i Vergi Kalemi'ne girmiş, aynı senenin Ağustos 1880 (h. Ş 1297/R. Temmuz 1296) ortalarında 225 kuruş maaşla Dimetoka havalisi Tahrir -i Seyar Altıncı Fırka Mesahlığı'na tayin olunmuştur. 17 Ocak 1881 (h. 15 S 1298 /R. 5 K.Sani 1296) da istifa ederek aynı senenin 15 Nisan 1881 (h. 15 Ca 1298/R. 3 Nisan 1297) aynı maaşla Mesahalığa geri dönmüştür. 5 Eki m 1881 (h. 11 Za 1298 /R. 23 Eylül 1297) da
