    270 29 Zilkâde 1312'de Haleb Vilâyeti'nde Zeytun, 1313 Saferi'nin ilk günü İskenderun Kazaları kaymakamlıklarına nakl buyurulmuştur. 14 Safer 1314'de Hakkari Sancağı mutasarrıflığına tayin buyurulmuş ise de havasına uyum sağlayamadığından 1315'de azl edilmiştir. İskenderun kaymakamlığında ilk ve ortaokul inşa ve tesis ettirmiş ve halkın memnuniyetini kazanmıştır. 17 Receb 1315'de Mersin Sancağı mutasarrıflığına tayin buyurulmuştur. Mersin'in önemi ve havasının nezaketi ile kabil-i tatbîk eden cihete liva adliye memurları hakkında Adliye Nezareti'nden bildirilmesi ile 1317 Zilhiccesi'nin ilk günü becâyiş sûretiyle Karahisâr-ı Şarkî mutasarrıflığına nakl edilmiş, fakat oranın havası ve insanlarıyla uyum sağlayamadığından 19 Receb 1318'de Ergiri sancağı mutasarrıflığına nakl edilmişdir. Karahisâr-ı Şarkî mutasarrıflığında iken Giresun ve Alucra yolunun tamiri ve yeniden kuşadı ve emâkin-i Hayriye ve inşaâtına ve tahsilât-ı inzibâta hizmet etmiştir. (BOA SAD 2/800); 271 4 Zilkâde 1311'de dördüncü, 3 Rebiü'l-evvel 1318'de üçüncü, 12 Muharrem 1320'de ikinci rütbeden Osmanî nişanı, 21 Şa'ban 1312'de rütbe-i sâniye sınıf-ı mütemâyizi, 28 Receb 1315'de rütbe-i ulâ sınıf-ı sânisi, 17 Ramazan1315'de rütbe-i refiâ-i mûr-i mirâni, 9 Rabiulevvel 1314'de ikinci, 2 Receb 1320'de birinci rütbeden Mecidî nişânı, 26 Rebiü'l-evvel 1319'da Rumeli Beylerbeyi payesi tevcih buyurulmuştur. Hamîdiye Hicâz Demiryolu için taahhüd edilen yardımın tahsil ve gönderilmesindeki hizmetinden dolayı 27 Zilhicce 1320'de gümüş demiryolu madalyası ihsan buyurulmuştur.
