Mehmed Ali Efendi was born in Bursa, İbrahim Paşa mahallesi in 1865/66 (AH 1282) into the İslam community; the father was a tradesman (esnaf). The annual lists begin in 1878, with Mehmed Ali as arazi ve tahrîrat kalemi (mülazemet) and no place named. For 1886 to 1891 the lists have no entry.
