Life and register readings
Born in Silistra (Silistre), Mehmet Sabri Efendi was the child of a merchant (tüccar). Work began in Silistra in 1876/77 (AH 1293), on a first salary of 400 kuruş. The first annual entry, for 1876/77, places Mehmet Sabri in Silistra, the birthplace, as Menafi-i umumiye sandığı vekili, where the entries run to 1878. For 1878 to 1891 the lists have no entry. Mehmet Sabri then moved to a post with no place named from 1893 to 1899, with a rise to district governor (Kaymakam). Alongside, the lists for 1898/99 give a second post, in Rumkale as Kaymakam. In place of a title the lists give Infisal for 1878 and 1891/92.
The salary went from 400 kuruş a month in 1876/77 to 1,250 in 1893/94, the peak, as Kaymakam, when 87 per cent of paid officials earned less. In all, eight years of salary come to 86,400 kuruş, 2.1 times what an official on the median salary earned in those years. The final annual entry is for 1898/99.
