Life and register readings
Mehmed Emin Efendi was born in Bursa in 1881/82 (AH 1299) into the İslam community. At about 25, in 1907/08, Mehmed Emin began work, on a first salary of 300 kuruş. The first annual entry, for 1907/08, names Mehmed Emin as umur-ı nafia memurluğu, with no place. Alongside, the lists for 1911 to 1913 give a second post, in Cizre as kaymakamlık.
