Mehmed Fehmi Efendi was born in Bursa in 1878 (AH 1295) into the İslam community. The personnel record dates the first work to 1897/98, after the first annual entry. The annual lists begin in 1894/95, with Mehmed Fehmi as muvakkat müzâyede kitâbeti and no place named. The lists have no entry for 1895 to 1897 and 1901 to 1908.
