Life and register readings
Born in Antalya in 1850/51 (AH 1267), MEHMET RIFAT EFENDĠ was the child of a merchant (tüccar). MEHMET RIFAT EFENDĠ had a first salary of 100 kuruş. The first annual entry, for 1871/72, names MEHMET RIFAT EFENDĠ as Tahrirat kalemi birinci mübeyyizi, with no place. For 1872 to 1874 the lists have no entry.
