Muhtar Ağa was born in Shkodër (İşkodra) in 1840/41 (AH 1256). Work began in 1858/59, at about 18, on a first salary of 200 kuruş. The first annual entry, for 1858/59, names Muhtar as Dağkenarı Nahiyesi Bölükbaşısı, with no place. The lists have no entry for 1859 to 1876.
