Life and register readings
Born in Ioannina (Yanya) in 1845 (AH 1261), Tahsin Paşa came from the İslam community; the father's occupation was "kadı/naib (Niş naibi)". Work began in Niš (Niş) in 1862/63, at about 17. The first annual entry, for 1862/63, places Tahsin in Niš as Tahrirat Kalemi katibi. The annual lists then follow Tahsin to eight places in 39 years, from Tulcea (Tulça) to Istanbul. For 1865 to 1868, 1869 to 1874, 1876 to 1879, 1882 to 1891, 1892 to 1895 and 1896 to 1901 the lists have no entry. The last entries, from 1903 to 1910, name Tahsin as Umur-ı maliye ve mülkiye tahkik memuru, with no place. The lists have no entry for 1904 to 1909.
