Born in Giresun, Muharrem İlhami Efendi was the child of a merchant (tüccar). The first salary was 150 kuruş a month. The annual lists begin in 1883/84 (AH 1301), with Muharrem İlhami as mubassır ve tezkere kâtibi (İnfisal) in Giresun, the birthplace. For 1885 to 1888 the lists have no entry. The annual lists then follow Muharrem İlhami to Fatsa in 1888/89. Alongside, the lists for 1890/91 give a second post, in Izmir as Düyun-ı Umumiye Nezareti Balıkhane İdaresi mubassırı. Next came Turgutlu (Kasaba) and Istanbul from 1891 to 1896. The lists have no entry for 1896 to 1899. Alongside, the lists for 1895 to 1900 give a second post, in Ankara as a policeman (Polis). For 1900 to 1906 the lists have no entry. The last posts were in Üsküdar from 1908 to 1910. The lists give Azil (dismissal) for 1888/89 instead of a title. Seven places on two continents in all, a number reached by fewer than 6 per cent of the 6,605 officials with a place of service.
