Life and register readings

ŞAKİR EFENDİ was born in Kirkuk (Kerkük) in 1846/47 (AH 1263) into the İslam community. Work began in 1863/64, at about 16. The annual lists begin in 1863/64, with ŞAKİR as Tahrirat kalemi mülazımı and no place named. The lists have no entry for 1866 to 1868, 1869 to 1871 and 1872 to 1877. Next came Karbala in 1877/78. At the same time, from 1877 to 1883, the lists also place ŞAKİR in Basra as Mektupçu kalemi mümeyyizi. For 1883 to 1886 the lists have no entry. Alongside, the lists for 1879/80 give a second post, in Baghdad as Aşar nezareti başkatibi. ŞAKİR then moved to Mosul (Musul) and Diyarbakır from 1887 to 1893. Alongside, the lists for 1892/93 give a second post, in Baghdad as Vilayet mektupçusu. In place of a title the lists give Infisal for 1886/87 and Azil (dismissal) for 1887/88.

The salary went from 300 kuruş a month in 1865/66 to 3,500 in 1892/93, the peak, in Baghdad, when 97 per cent of paid officials earned less. Over 13 years the salaries add up to 288,600 kuruş, 4.5 times what an official on the median salary earned, a level reached by fewer than 6 per cent of the 4,381 officials paid for five years or more. The final annual entry is for 1892/93.
