Life and register readings
Osman Nuri Efendi was born in Kars. The first annual entry, for 1869/70 (AH 1286), names Osman Nuri as Nahiye Muduru, with no place. For 1870 to 1881 the lists have no entry. At the same time, from 1882 to 1885, the lists also place Osman Nuri in Garzan as a district governor (Kaymakam). The lists have no entry for 1885 to 1887. Alongside, the lists for 1887/88 give a second post, in Carsancak as Kaymakam. The annual lists then follow Osman Nuri to four places in 17 years. The last post was in Adilcevaz in 1909/10, with a rise to Kaymakam. Few officials served in as many places; fewer than 6 per cent of the 6,605 officials with a place of service did. Nova Varoš, about 1,950 km from Kars, was the post farthest from the birthplace; fewer than 4 per cent of the 5,339 officials with a known birthplace and place of service served as far from home.
The salary went from 700 kuruş a month in 1869/70 to 3,000 in 1901/02, the peak, as Kaymakam, when 96 per cent of paid officials earned less. The peak lasted a single year; the next list gives 750 kuruş. In all, 17 years of salary come to 275,400 kuruş, 3.3 times what an official on the median salary earned in those years.
