Born in Drama in 1877/78 (AH 1294), İbrahim Hakkı Efendi came from the İslam community. At about 22, in 1899/1900, İbrahim Hakkı began work in Tikves. Both annual entries, for 1899/1900 and 1900/01, place İbrahim Hakkı in Tikves as Tahrirat katibi.
