Life and register readings
Mehmed Emin Efendi was born in Kilis in 1874/75 (AH 1291), into the İslam community, and the father's occupation was "Beşinci Ordu eski süvari kundakçısı". Work began in Kilis in 1890/91, at about 16. The annual lists begin in 1890/91, with Mehmed Emin as Vergi kalemi mülazımı in Kilis, the birthplace, where the entries run to 1893/94. Alongside, the lists for 1893 to 1897 give a second post, in Acre as Muhasebe kalemi ikinci kitabet refakati. Next came Kilis in 1897/98. For 1898 to 1907 the lists have no entry. At the same time, from 1907 to 1910, the lists also place Mehmed Emin in Harem (Harim) as Mal Muduru. Alongside, the lists for 1909/10 give a second post, in Aleppo as Merkez vergi refakati.
The salary went from 100 kuruş a month in 1893/94 to 500 in 1907/08, the peak, as Mal Muduru in Harem, when half the paid officials earned less. Over eight years the salaries add up to 26,400 kuruş, 62 per cent of what an official on the median salary earned. The last annual entry is for 1909/10.
