Ömer Lütfî Bey was born in Medine-i Münevvere in 1854/55 (AH 1271); the father's occupation was "Ebniye-i Âliye memuru; mühendis". At about 16, in 1871/72, Ömer Lütfî began work. The first annual entry, for 1871/72, names Ömer Lütfî as Aydın Sancağı tahrirat kalemi mülazımı, with no place. For 1874 to 1876 the lists have no entry.

Pay rose from 300 kuruş a month in 1876/77 to a peak of 430 in 1884/85, when 54 per cent of paid officials earned less. The final annual entry is for 1884/85.
