Mehmed Salim Efendi was born in Svishtov (Ziştovi) in 1874/75 (AH 1291). The personnel record dates the first work in Yozgat to 1898/99, after the first annual entry. The first annual entry, for 1876/77, places Mehmed Salim in Istanbul as Heyet-i Baytariye refakat memuru. For 1877 to 1898 the lists have no entry. Alongside, the lists for 1876/77 give a second post, in a post with no place named as Subaşı Çiftlikât-ı Hümayun memur muavini. The annual lists then follow Mehmed Salim to Yozgat in 1898/99. The lists have no entry for 1899 to 1902. The last entries, from 1902 to 1907, name Mehmed Salim as Çiftlikât-ı Hümayun memuru, with no place. For 1903 to 1906 the lists have no entry.
