Life and register readings
Seyit Mehmet Efendi was born in Sivas in 1853/54 (AH 1270); the father was a tradesman (esnaf). Work began in Sivas in 1864/65, at about 11. Of the 5,664 officials whose age at first work is known, fewer than 2 per cent started at 11 or younger. The annual lists begin in 1864/65, with Mehmet in the Sivas mahkemesi ve tahrir-i emlak kalemi in Sivas, the birthplace. The lists have no entry for 1865 to 1877. At the same time, from 1878 to 1880, the lists also place Mehmet in Darende as vukuat kitabeti refakati memuru. The last entry, for 1880/81, names Mehmet as vukuat kitabeti refakati, with no place.
The salary never rose above the first in the lists, 190 kuruş a month in 1877/78, when 13 per cent of paid officials earned less. Over four years the salaries add up to 8,640 kuruş, 42 per cent of what an official on the median salary earned. The final annual entry is for 1880/81.
