İsmail Hakkı Efendi

İsmail Hakkı Efendi was born in Kemah; the father's occupation was "kaza kaymakamı". Work began in 1857/58 (AH 1274). The first annual entry, for 1857/58, names İsmail Hakkı as mülazım memur, with no place. The lists have no entry for 1858 to 1869. Next came Baghdad in 1869/70. Alongside, the lists for 1869 to 1873 give a second post, in Amasya as muhasebe memuru. At the same time, from 1872/73, the lists also place İsmail Hakkı in Basra as aşar kâtibi. İsmail Hakkı then moved to Erbil in 1873/74 and Sulaymaniyah in 1875/76. The last entries, from 1876 to 1891, name İsmail Hakkı as a district governor (Kaymakam), with a rise to muhasebe kâtibi in 1880/81, with no place. For 1877 to 1880 the lists have no entry. The lists have no entry for 1881 to 1890.

Pay rose from 200 kuruş a month in 1869/70 to a peak of 3,000 in 1876/77, as Kaymakam, when 94 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 1,500 kuruş. Over six years the salaries add up to 118,800 kuruş, 4 times what an official on the median salary earned, a level reached by fewer than 8 per cent of the 4,381 officials paid for five years or more. The last annual entry is for 1890/91.
