Mehmed Hilmi Efendi was born in Antalya in 1872/73 (AH 1289); the father's occupation was "Berber". At about 16, in 1887/88, Mehmed Hilmi began work in Antalya. The annual lists begin in 1887/88, with Mehmed Hilmi as Orman İdaresi Kalemi mülazımı in Antalya, the birthplace, where the entries run to 1889/90. Next came Latakia (Lazkiye) from 1891 to 1894, then a post with no place named from 1894 to 1901. Alongside, the lists for 1900 to 1906 give a second post, in Çorlu as Emlâk-ı Hümâyûn Şubesi kâtibi.
