Mustafa Neşet Efendi was born in Gelibolu in 1874/75 (AH 1291) into the İslam community; the father's occupation was "helvacı". The personnel record dates the first work in Gelibolu to 1899/1900, after the first annual entry. The first annual entry, for 1893/94, names Mustafa Neşet as gönüllü askerlik, with no place. The lists have no entry for 1894 to 1899.
