187 5 Zilhicce 1312'de becâyiş sûretiyle Canik, bir süreden beri hasta olup kötü hava etkisiyle 9 Zilkâde 1322'de becayiş suretiyle Sakız Sancağı mutasarrıflıklarına nakl buyurulmuştur.Canik mutasarrıflığında iken Ermeni komitasının yoldaşlarıyla beraber dağıtılmasına ve birçok Gürcü haydutunun tutularak halkın güvenini temin ve bu güvenin devamına halkın yardımıyla yeni erkek ve kız okulları inşasıyla bu okulların idarelerinin sağlanması için para getiren mülk satın alınmasına ve yardımla sağlanan altı yedi bin lira civarında bir miktar ile oldukça büyük üç katlı bir gureba hastanesi inşasına ve hasılatı hastaneye ait çeşitli uzunluklarda iki köprü tesisine ve memleket dahilinde kagir bir gazhane ve iskele inşa ettirerek belediyeye yüz elli bin kuruş civarında düzenli bir gelir teminine ve Büyük Bağdad Yolu'nun Samsun'a ait kısmının mükemmelce ve Ünye ve Niksar yolunun düzenli olarak inşasına ve yol ve binaların tamirine ve devlet mallarının vergi tahsiline ve önemli düzenlemeler için yüklü bir meblağın sağlanarak ulaştırılmasına ve tarımda modern yöntemlerin yaygınlaştırılması ve geliştirilmesi, önemli eğitim emirlerinin neşr ve tamimi konularında büyük başarıları olmuştur."
