Life#
Emrullah Efendi was born in Biga in 1845/46 (AH 1262), into the Muslim (Müslüman) community. At about 19, in 1865/66, Emrullah began work in Biga, with three unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. The first annual entry, for 1868/69, places Emrullah in Biga, the birthplace, as an official (Memur), where the entries run to 1872/73. The annual lists then follow Emrullah to Istanbul from 1873 to 1881, then Beyoğlu from 1881 to 1887. Next came İzmit from 1887 to 1889. From 1889 to 1907 the annual entries place Emrullah again in Beyoğlu, with a rise to Mutasarrif.
Pay rose from 200 kuruş a month in 1868/69 to a peak of 10,000 in 1889/90, as Mutasarrif in Beyoğlu, when 99 per cent of paid officials earned less. Over 40 years the salaries add up to 2,021,040 kuruş, 8.2 times the median official's, a level reached by 13 of the 3,805 officials paid for five years or more. Pay rose to 50 times the first salary; only 31 of the 2,859 officials paid for ten years or more rose as far. The last annual entry is for 1906/07. The honours of Emrullah were a rank (rütbe) and the Mecidi and Osmani orders. An entry in "Sicill-i Ahval Defterlerine göre Bigalı devlet adamları" by AHMET TUNCEL (2019) probably refers to Emrullah, since the name, the birthplace and a place of service agree.
