Life#
Mehmet Emin Bey was born in Istanbul in 1850/51 (AH 1267) into the Muslim (Müslüman) community; the father was an official of the Imperial Council (divan-ı hümayun memuru). Work began in Istanbul in 1863/64, at about 13, with one unpaid year as a mülazım (apprentice) before a first salary of 30 kuruş. The first annual entry, for 1864/65, places Mehmet Emin in Istanbul, the birthplace, in the office of the corresponding secretary (Mektubi Kalemi), where the entries run to 1883/84. Mehmet Emin then moved to Üsküdar in 1884/85. From 1885 to 1899 every annual entry places Mehmet Emin again in Istanbul, with four changes of title, from Istinaf Mahkemesi Azasi to Istinaf Mahkemesi Azasi in 1896/97.
The salary went from 30 kuruş a month in 1864/65 to 5,000 in 1895/96, the peak, as Sicilli Ahval Sube Muduru in Istanbul, when 99 per cent of paid officials earned less. In all, 36 years of salary come to 1,008,780 kuruş, 4.4 times what an official on the median salary earned in those years, a level reached by fewer than 3 per cent of the 3,805 officials paid for five years or more. Pay rose to 166.7 times the first salary; only 7 of the 2,859 officials paid for ten years or more rose as far. The final annual entry is for 1898/99. The honours of Mehmet Emin were a rank (rütbe) and the Mecidi and Osmani orders.
