Life#
Behazkil Efendi was born in Istanbul in 1827/28 (AH 1243) into the Jewish (Musevi) community; the father was a money-changer (sarraf). Schooling took seven years, at the Mektebi Osmaniye; Behazkil also knew four languages, Hebrew and Turkish in writing and Arabic and French in speech. Few officials knew Hebrew; only 2 of the 5,211 officials did.
The personnel record dates the first work to 1871/72, after the first annual entry. Only 19 of the 5,128 officials whose age at first work is known began work at 44 or older. The first annual entry, for 1870/71, places Behazkil in Istanbul, the birthplace, as Meclis Azaligi. Behazkil then moved to Üsküdar from 1871 to 1882, with a rise to Bidayet Mahkeme Azasi in 1874/75. The last posts were in Istanbul again from 1882 to 1890, with a rise to Istinaf Mahkemesi Azasi. In place of a title the lists give Vefat (death) for 1890/91.
The salary went from 2,000 kuruş a month in 1870/71 to 2,800 in 1882/83, the peak, as Istinaf Mahkemesi Azasi in Istanbul, when 97 per cent of paid officials earned less. In all, 21 years of salary come to 581,700 kuruş, 4.4 times what an official on the median salary earned in those years. The list of 1890/91 (AH 1308) gives the status word Vefat (death). Behazkil received a rank (rütbe).
