Life#
Born in Istanbul in 1843/44 (AH 1259) into the Muslim (Müslüman) community, Mehmet Tayyip Bey was the child of a finance official (maliye memuru). Work began in the Maliye Kalemi in Istanbul in 1858/59, at about 16, on a first salary of 30 kuruş. The annual lists begin in 1868/69, with Mehmet Tayyip in the Liva Kitabeti in Istanbul, the birthplace. Next came Üsküdar from 1869 to 1880. Mehmet Tayyip then moved to Thessaloniki (Selanik) from 1882 to 1888, then Diyarbakır, Elazığ and Aydın from 1888 to 1896, with a rise to Istinaf Mahkemesi Muavini in 1888/89. The last posts were in Trabzon from 1896 to 1900, with a rise to Adliye Mufettisi. Six provinces on two continents in all, a number reached by fewer than 7 per cent of the 5,200 officials with a place of service.
Pay rose from 500 kuruş a month in 1868/69 to a peak of 5,000 in 1896/97, as Adliye Mufettisi in Trabzon, when 99 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 4,500 kuruş. Over 31 years the salaries add up to 830,400 kuruş, 4.2 times what an official on the median salary earned, a level reached by fewer than 3 per cent of the 3,805 officials paid for five years or more. The last annual entry is for 1899/1900. Mehmet Tayyip received a rank (rütbe).
