Life

Born in Ioannina (Yanya) in 1836/37 (AH 1252), İsmail Hakki Bey came from the Muslim (Müslüman) community. At about 24, in 1860/61, İsmail Hakki began work in Istanbul, paid from the start, on 1,500 kuruş a month. The first annual entry, for 1860/61, places İsmail Hakki in Istanbul as Ticaret Mahkemesi Azasi, where the entries run to 1868/69, with a rise to Mesalihi Iflasiye Riyaseti in 1865/66. İsmail Hakki then moved to Aleppo (Halep), Beyoğlu, Galata and Üsküdar, four places in seven years, with a rise to Vali Muavini in 1869/70. From 1876 to 1886 the annual entries place İsmail Hakki again in Istanbul, first as Ticaret Mahkemsi Riyaseti, from 1885/86 as Sehremaneti Riyaseti.

The salary went from 1,500 kuruş a month in 1860/61 to 7,500 in 1869/70, the peak, as Vali Muavini in Aleppo, when 99 per cent of paid officials earned less. In all, 25 years of salary come to 1,242,000 kuruş, 7.5 times what an official on the median salary earned in those years, a level reached by 17 of the 3,805 officials paid for five years or more. The last annual entry is for 1885/86. İsmail Hakki received a rank (rütbe) and the Mecidi and Osmani orders.
