Life#
Salih Necmi Efendi was born in Ioannina (Yanya) in 1848/49 (AH 1265), into the Muslim (Müslüman) community, and the father's occupation was "Iskarapar Hanedani". Schooling took four years, at a school for young children (Sıbyan Mektebi); Salih Necmi also wrote Turkish and had some knowledge of Arabic and Persian.
At about 30, in 1878/79, Salih Necmi began work in Istanbul, with one unpaid year as a mülazım (apprentice) before a first salary of 47 kuruş. Of the 5,128 officials whose age at first work is known, fewer than 4 per cent started at 30 or older. From 1879/80 to 1906/07 every annual entry places Salih Necmi in Istanbul, first in the control office (Kontrol Kalemi), from 1882/83 in the accounts office (Muhasebe Kalemi) and from 1900/01 in the money order office (Havalename Kalemi).
The salary went from 47 kuruş a month in 1879/80 to 640 in 1902/03, the peak, in the Havalename Kalemi in Istanbul, when 72 per cent of paid officials earned less. In all, 28 years of salary come to 123,012 kuruş, 74 per cent of what an official on the median salary earned in those years. The final annual entry is for 1906/07.
