Life#
Nuri Bey was born in Ioannina (Yanya) in 1852/53 (AH 1269), into the Muslim (Müslüman) community. Schooling took 12 years, at the School of Civil Administration (Mülkiye Mektebi); Nuri also held a qualification (a diploma, certificate, training or decoration). In all Nuri knew six languages, Arabic, French, Greek (Rum), Persian and Turkish in writing and Albanian in speech; 8 of the 5,211 officials knew as many.
Nuri began work in the Deavi Kalemi in Arta (Narda) in 1872/73, at about 19, paid from the start, on 300 kuruş a month. The annual lists begin in 1872/73, with Nuri in the Deavi Kalemi in Arta, where the entries run to 1878. Next came Manisa from 1878 to 1880. The last entries, from 1881 to 1884, name Nuri as a tithe official (Aşar Memuru), with a rise to district governor (Kaymakam) in 1882/83, with no place.
