Life

Vartan Yıldızyan was born in Kayseri in 1858/59 (AH 1275), into the Armenian Christian (Ermeni) community. Schooling took 14 years, at the School of Civil Administration (Mülkiye Mektebi); Vartan Yıldızyan also wrote Armenian, French and Turkish, and held a qualification (a diploma, certificate, training or decoration).

Work began in the telegraph service (Telgraf) in Ruse (Rusçuk) in 1876/77, at about 17, paid from the start, on 500 kuruş a month. The annual lists begin in 1876/77, with Vartan Yıldızyan as a communications official (Muhabere Memuru) in Ruse. The last post was in Enez (İnoz) in 1878, with a rise to district governor (Kaymakam).

Pay rose from 500 kuruş a month in 1876/77 to a peak of 1,250 in 1878, as Kaymakam in Enez, when 85 per cent of paid officials earned less. The last annual entry is for 1878. Vartan Yıldızyan probably has an entry in "Sicill-i Ahvâl kayıtlarına göre Kayseri doğumlu Gayrimüslim Osmanlı devlet adamları ..." by YAĞMUR ŞAHİN (2017) (the name and the birthplace agree).
