Life#
Born in Develi in 1861/62 (AH 1278), Mehmet Efendi came from the Muslim (Müslüman) community. Mehmet had 14 years of schooling, at the School of Civil Administration (Mülkiye Mektebi).
Work began in the Rusumat Kalemi in Develi in 1878/79, at about 17, on a first salary of 100 kuruş. The annual lists begin in 1880/81, with Mehmet in the Tatbik Kalemi in Thessaloniki (Selanik), where the entries run to 1885/86. Mehmet then moved to Kardzhali (Kırcaali) and Edirne from 1889 to 1895, then Rhodes (Rodos) from 1895 to 1904, with a rise to Rusumat Baskitabeti. The annual lists then follow Mehmet to Bartın in 1904/05. The last posts were in Chios (Sakız) from 1905 to 1910. In place of a title the lists give İstifa (resignation) for 1886/87.
Pay rose from 100 kuruş a month in 1880/81 to a peak of 1,050 in 1909/10, as Rusumat Baskitabeti in Chios, when three in four paid officials earned less. Over 27 years the salaries add up to 152,760 kuruş, about what an official on the median salary earned. The final annual entry is for 1909/10.
