What the institution was

The customs (gümrük). From 1860 the customs were run by salaried officials instead of tax farmers, and from 1870 by the Customs Administration (Rüsumat Emaneti) in Istanbul with seventeen directorates in the provinces.

History

A regulation of 1891 set the procedures of the customs, from the hours of work to transit, inspection and bonded stores.
