Life#
Salih Efendi was born in Bosna in 1860/61 (AH 1277) into the Muslim (Müslüman) community. Few officials knew Bosnian; only 11 of the 5,211 officials did.
At about 16, in 1877/78, Salih began work, paid from the start, on 500 kuruş a month. The annual lists begin in 1877/78, with Salih as a customs official (Rüsumat Memuru) and no place named. Salih then moved to Derin from 1878 to 1895, then Ankara in 1895/96, and Mersin in 1896/97, as a postal official (Posta Memuru). The annual lists then follow Salih to Nablus from 1897 to 1902. The last posts were in Afyonkarahisar (Karahisar-ı Sahib) from 1902 to 1906.
The salary never rose above the first in the lists, 500 kuruş a month in 1877/78, as Rüsumat Memuru, when 36 per cent of paid officials earned less. Over 30 years pay ended below where it began, 365 kuruş against 500; fewer than 7 per cent of the 2,010 officials paid for 15 years or more ended as low. The final annual entry is for 1905/06. Salih probably has an entry in "Sicill-i Ahval Defterlerine göre Osmanlı bürokrasisinde Bosna doğumlu memurlar" by MEHMET AKGÜN (2017) (the name, the birthplace and the archive register and page agree). An entry in "II. Abdülhamid Dönemi Bosna-Hersekli devlet adamları" by DİLEK AKDEMİR (2018) probably refers to Salih, since the name and the birthplace agree.
