Life#
Osman Efendi was born in Çemişgezek in 1855/56 (AH 1272), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Osman also attended the telegraph school and held a qualification (a diploma, certificate, training or decoration).
At about 15, in 1870/71, Osman began work in Istanbul, with four unpaid years as a mülazım (apprentice) before a first salary of 30 kuruş. The annual lists begin in 1874/75, with Osman as Sakirt in Istanbul, where the entries run to 1876/77. Osman then moved to Edirne, Gelibolu, Shkodër (İşkodra), Keşan and Berane, five places in ten years, with a rise to chief communications official (Başmuhabere Memuru) in 1882/83, then Nablus from 1886 to 1905, with a rise to director of the second grade (2. Müdür). The last posts were in Serres (Siroz) from 1905 to 1907. Few officials served in as many provinces; fewer than 7 per cent of the 5,200 officials with a place of service did.
Pay rose from 30 kuruş a month in 1874/75 to a peak of 1,000 in 1905/06, as 2. Müdür in Serres, when 86 per cent of paid officials earned less. The peak was 33.3 times the first salary, a rise matched by fewer than 3 per cent of the 2,859 officials paid for ten years or more. The final annual entry is for 1906/07.
