Life#
Osman Efendi was born in Çemişgezek in 1855/56 (AH 1272) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Osman also attended the telegraph school and held a qualification (a diploma, certificate, training or decoration).
At about 15, in 1870/71, Osman began work in Istanbul, with four unpaid years as a mülazım (apprentice) before a first salary of 30 kuruş. The first annual entry, for 1874/75, places Osman in Istanbul as an official (Memur). The annual lists then follow Osman to six places in 11 years, from Çamlıca to Berane, with a rise to chief communications official (Başmuhabere Memuru) in 1882/83. The last posts were in Nablus from 1886 to 1893, with a rise to director of the second grade (2. Müdür).
Pay rose from 30 kuruş a month in 1874/75 to a peak of 800 in 1886/87, as 2. Müdür in Nablus, when 77 per cent of paid officials earned less. The peak was 26.7 times the first salary, a rise matched by fewer than 3 per cent of the 2,859 officials paid for ten years or more. The last annual entry is for 1892/93.
