Life#
Born in Çemişgezek in 1858/59 (AH 1275), Mustafa İzzet Efendi came from the Muslim (Müslüman) community. Mustafa İzzet had four years of schooling, at a school for young children (Sıbyan Mektebi).
Work began in the telegraph service (Telgraf) in Batman in 1876/77, at about 17, with one unpaid year as a mülazım (apprentice) before a first salary of 150 kuruş. The annual lists begin in 1877/78, with Mustafa İzzet as a communications official (Muhabere Memuru) in Diyarbakır. Next came Genç and Ovacık from 1884 to 1888, with a rise to a post in the custody of the cash chest (Sandık Emaneti) in 1887/88, then Khanaqin (Hanikin) from 1889 to 1894, with a rise to Muhabere Memuru. The last posts were in Kirkuk in 1894/95 and Basra from 1895 to 1897. Six provinces in all, a number reached by fewer than 7 per cent of the 5,200 officials with a place of service.
The salary went from 150 kuruş a month in 1877/78 to 570 in 1896/97, the peak, as Muhabere Memuru in Basra, when 72 per cent of paid officials earned less. The list of 1896/97 (AH 1314) gives the status word Vefat (death). An entry in "Sicill-i Ahvâl defterlerine göre çemişgezekli devlet memurları" by YETER ÖZDEMİR BIYIK (2024) probably refers to Mustafa İzzet, since the name and the birthplace agree.
