Life#
Haci İsmail Hakki Efendi was born in Istanbul in 1858/59 (AH 1275) into the Muslim (Müslüman) community; the father's occupation was "Gardiyan". Schooling took seven years, at a middle school (Rüşdiye Mektebi); İsmail Hakki also held a qualification (a diploma, certificate, training or decoration).
At about 18, in 1877/78, İsmail Hakki began work in the Zaptiye Kalemi in Istanbul, paid from the start, on 380 kuruş a month. The first annual entry, for 1877/78, places İsmail Hakki in Istanbul, the birthplace, as 3. Sinif Teftis Memuru, where the entries run to 1879/80. Next came Aydın from 1881 to 1894, then Bursa and Biga from 1894 to 1897. The last posts were in Istanbul again from 1898 to 1902, with a rise to police commissioner, third class (3. Sınıf Polis Komiseri) in 1900/01.
The salary went from 380 kuruş a month in 1877/78 to 500 in 1879/80, the peak, as 3. Sınıf Polis Komiseri in Istanbul, when 47 per cent of paid officials earned less.
