Life#
Born in Damascus (Şam) in 1851/52 (AH 1268), Kamil Hakki Efendi came from the Muslim (Müslüman) community; the father was a merchant (tüccar). Kamil Hakki was taught by a private teacher and wrote Arabic as well as Turkish.
At about 27, in 1878/79, Kamil Hakki began work in Suriye, paid from the start, on 400 kuruş a month. The annual lists begin in 1878/79, with Kamil Hakki as a policeman (Polis) in Suriye, where the entries run to 1894/95, with a rise to police commissioner, third class (3. Sınıf Polis Komiseri) in 1894/95. Next came Jerusalem (Kudüs) from 1895 to 1901, with a rise to police commissioner, second class (2. Sınıf Polis Komiseri) in 1899/1900, then Mytilene (Midilli) from 1901 to 1903. The last posts were in Bitola (Manastır) from 1903 to 1907.
Pay rose from 400 kuruş a month in 1878/79 to a peak of 750 in 1903/04, as 2. Sınıf Polis Komiseri in Bitola, when four in five paid officials earned less. In all, 29 years of salary come to 151,200 kuruş, 87 per cent of what an official on the median salary earned in those years. The final annual entry is for 1906/07. The honours of Kamil Hakki were a rank (rütbe) and the Mecidi order.
