Life#
Born in Kütahya in 1855/56 (AH 1272), Ali Riza Efendi came from the Muslim (Müslüman) community. At about 14, in 1869/70, Ali Riza began work in the Vergi Kalemi in Kütahya, on a first salary of 100 kuruş. The first annual entry, for 1876/77, places Ali Riza in Eskişehir in the Vergi Kitabeti. Ali Riza then moved to Istanbul from 1877 to 1887, then Suriye from 1887 to 1893, with a rise to chief police commissioner (Başkomiser). The annual lists then follow Ali Riza to Edirne in 1893/94 and Beirut in 1894/95. The last posts were in Thessaloniki (Selanik) from 1895 to 1898, with a rise to Polis Muduru. Six provinces on two continents in all, a number reached by fewer than 7 per cent of the 5,200 officials with a place of service.
Pay rose from 350 kuruş a month in 1876/77 to a peak of 2,000 in 1895/96, as Polis Muduru in Thessaloniki, when 96 per cent of paid officials earned less. The peak lasted a single year; the next list gives 1,800 kuruş. The final annual entry is for 1898/99. Ali Riza received a rank (rütbe) and the Mecidi and Osmani orders. An entry in "Sicill-i Ahval Defterleri'nde Osmanlı Dönemi Kütahyalı memurlar" by MUSTAFA KOCAKAYA (2018) probably refers to Ali Riza, since the name, the birthplace and the archive register and page agree.
