Life#
Yusuf Cemal Efendi was born in Cerkezistan in 1857/58 (AH 1274) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Yusuf Cemal also wrote Turkish and spoke Bulgarian, and held a qualification (a diploma, certificate, training or decoration).
At about 22, in 1879/80, Yusuf Cemal began work in Istanbul, paid from the start, on 300 kuruş a month. The first annual entry, for 1879/80, places Yusuf Cemal in Istanbul as a policeman (Polis), where the entries run to 1890/91, with a rise to police commissioner, second class (2. Sınıf Polis Komiseri) in 1887/88. Next came Üsküdar, Beyoğlu and Edirne from 1891 to 1899, with a rise to chief police commissioner (Başkomiser) in 1891/92, then a return to Istanbul from 1899 to 1902. The annual lists then follow Yusuf Cemal to Bitola in 1902/03. The last posts were in Istanbul again from 1904 to 1907.
Pay rose from 300 kuruş a month in 1879/80 to a peak of 1,500 in 1895/96, as Başkomiser in Edirne, when 94 per cent of paid officials earned less. In all, 27 years of salary come to 273,600 kuruş, 1.7 times what an official on the median salary earned in those years. The final annual entry is for 1906/07. The honours of Yusuf Cemal were a rank (rütbe), the Mecidi and Osmani orders and two medals ("Hicaz demiryolu"; "Gumus iftihar").
