Life#
Born in Istanbul in 1856/57 (AH 1273) into the Muslim (Müslüman) community, Rıfat Efendi was the child of a farmer (çiftçi). Schooling took four years, at a school for young children (Sıbyan Mektebi); Rıfat also attended the telegraph school.
At about 18, in 1875/76, Rıfat began work in Istanbul, with five unpaid years as a mülazım (apprentice) before a first salary of 50 kuruş. The first annual entry, for 1879/80, places Rıfat in Istanbul, the birthplace, as a communications official (Muhabere Memuru). Next came Preveza (Preveze), Ioannina (Yanya) and Salahora from 1880 to 1888. The last posts were in Karaburun from 1888 to 1890.
Pay rose from 50 kuruş a month in 1879/80 to a peak of 500 in 1886/87, as Muhabere Memuru in Salahora, when 42 per cent of paid officials earned less. The final annual entry is for 1889/90.
