Life#
Born in Istanbul in 1847/48 (AH 1264) into the Armenian Christian (Ermeni) community, Osep Parladı Efendi was the child of a tradesman (esnaf). Osep Parladı began work in Istanbul in 1866/67, at about 18, with one unpaid year as a mülazım (apprentice) before a first salary of 576 kuruş. The first annual entry, for 1867/68, places Osep Parladı in Ankara as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti). Next came Yozgat, Edirne and Kuşadası from 1869 to 1876, then a return to Edirne from 1876 to 1879. The annual lists then follow Osep Parladı to Thessaloniki (Selanik), Larissa (Yenişehir-i Fener), Ioannina (Yanya), Preveza (Preveze) and Pristina (Priştine), five places in seven years. From 1886 to 1901 every annual entry places Osep Parladı again in Edirne, first as Muhaberat-ı Ecnebiye Memuriyeti, from 1887/88 as a chief official for foreign communications (Muhaberat-ı Ecnebiye Başmemuru) and from 1894/95 as a director of the second grade (2. Müdür). Seven provinces on two continents in all, a number reached by fewer than 4 per cent of the 5,200 officials with a place of service.
Pay rose from 576 kuruş a month in 1867/68 to a peak of 1,000 in 1887/88, as Muhaberat-ı Ecnebiye Başmemuru in Edirne, when 83 per cent of paid officials earned less. The last annual entry is for 1900/01; the list of 1901/02 (AH 1319) gives the status word Vefat (death).
