Life#
Ali Rıza Efendi was born in Loma in 1847/48 (AH 1264) into the Muslim (Müslüman) community; the father was a district governor or lieutenant colonel (kaymakam). Schooling took four years, at a primary school (İbtidai Mektebi); Ali Rıza also attended the telegraph school.
Work began in Istanbul in 1863/64, at about 16, with four unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. The annual lists begin in 1867/68, with Ali Rıza as a communications official (Muhabere Memuru) in Shumen (Şumnu). Next came Svishtov (Ziştovi), Kula (Adliye), Ruse (Rusçuk) and Sulina (Sünne), four places in six years, with a rise to acting director (Müdür Vekili) in 1872/73, then a return to Ruse from 1874 to 1877. The annual lists then follow Ali Rıza to Vidin, Varna and Enez (İnoz) from 1877 to 1881. The last post was in Hakkâri (Çölemerik) in 1881/82. Few officials served in as many places; fewer than 6 per cent of the 5,200 officials with a place of service did.
The salary went from 200 kuruş a month in 1867/68 to 760 in 1872/73, the peak, as Müdür Vekili in Svishtov, when 64 per cent of paid officials earned less. The last annual entry is for 1881/82.
