Life#
Born in Istanbul in 1852/53 (AH 1269), Cemil Efendi came from the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Cemil also attended the telegraph school.
Work began in Istanbul in 1873/74, at about 20, with two unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1875/76, places Cemil in Ruse (Rusçuk) as a communications official (Muhabere Memuru). The lists have no entry for 1877 to 1881. The annual lists then follow Cemil to Damascus (Şam), Quneitra (Kuneytire) and Ajloun (Aclun) from 1881 to 1887, then Hamidiye from 1887 to 1892. Cemil then moved to Havran in 1892/93, then Preveza (Preveze) from 1893 to 1901, with a rise to director of the second grade (2. Müdür) in 1899/1900. The last posts were in Serres (Siroz) from 1901 to 1905 and Tripoli (Trablusgarp) in 1905/06. Few officials served on three continents (Africa, Asia and Europe); fewer than 2 per cent of the 5,200 officials with a place of service did.
Pay rose from 400 kuruş a month in 1875/76 to a peak of 1,500 in 1905/06, as Müfettiş Muavini in Tripoli, when 93 per cent of paid officials earned less. Over 27 years the salaries add up to 226,680 kuruş, 1.4 times what an official on the median salary earned. The final annual entry is for 1905/06.
