Life#
Born in Vidin in 1852/53 (AH 1269) into the Muslim (Müslüman) community, Ali Raif Efendi was the child of a merchant (tüccar). Ali Raif had seven years of schooling, at a middle school (Rüşdiye Mektebi), and held a qualification (a diploma, certificate, training or decoration).
At about 16, in 1869/70, Ali Raif began work in the Rusumat Kalemi in Vidin, with one unpaid year as a mülazım (apprentice) before a first salary of 250 kuruş. The annual lists begin in 1876/77, with Ali Raif as a customs official (Rüsumat Memuru) in Nigbolu. The last posts were in Sofia (Sofya) and Küçükköy from 1877 to 1879 and İzmit in 1879/80.
The salary went from 370 kuruş a month in 1876/77 to 600 in 1878, the peak, as an official (Memur) in Küçükköy, when 46 per cent of paid officials earned less. The final annual entry is for 1879/80.
