Life#
Born in Vidin in 1845 (AH 1261), Hacı Kâmil Efendi came from the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Kâmil also wrote Turkish and had some knowledge of French.
At about 15, in 1859/60, Kâmil began work in Vidin, with five unpaid years as a mülazım (apprentice) before a first salary of 576 kuruş. The first annual entry, for 1864/65, places Kâmil in Erzincan as a communications official (Muhabere Memuru). Next came Muş in 1866/67, as a director of the second grade (2. Müdür), then Van from 1867 to 1873. Kâmil then moved to Bitlis and Kars from 1873 to 1878, then Kayseri from 1879 to 1887. For 1878 to 1879 the lists have no entry. From 1887 to 1899 every annual entry places Kâmil in Trabzon.
Pay rose from 576 kuruş a month in 1864/65 to a peak of 1,000 in 1866/67, as 2. Müdür in Muş, when two in three paid officials earned less. In all, 34 years of salary come to 364,992 kuruş, 1.7 times what an official on the median salary earned in those years. The last annual entry is for 1898/99; the list of 1899/1900 (AH 1317) gives the status word Vefat (death).
