Life#
Born in Constanța (Köstence) in 1841/42 (AH 1257), Hasan Tahsin Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Hasan Tahsin had four years of schooling, at a school for young children (Sıbyan Mektebi).
Work began in the telegraph service (Telgraf) in Constanța in 1860/61, at about 19, paid from the start, on 250 kuruş a month. The annual lists begin in 1862/63, with Hasan Tahsin as an official (Memur) in Constanța, the birthplace, where the entries run to 1864/65. Hasan Tahsin then moved to Vlorë (Avlonya), Berat and Burgas (Burgaz) from 1865 to 1870, with a rise to director of the second grade (2. Müdür) in 1865/66, then back to Constanța from 1870 to 1876. Next came Shumen (Şumnu) from 1876 to 1897. The last entry, for 1897/98, names neither a title nor a place.
Pay rose from 250 kuruş a month in 1862/63 to a peak of 1,300 in 1876/77, as 2. Müdür in Shumen, when 87 per cent of paid officials earned less. The peak lasted a single year; the next list gives 1,000 kuruş. Over 36 years the salaries add up to 409,440 kuruş, 1.8 times what an official on the median salary earned.
