Life#
Born in Samsun in 1841/42 (AH 1257), Haci Lutfullah Efendi came from the Muslim (Müslüman) community. Lutfullah had four years of schooling, at a school for young children (Sıbyan Mektebi).
Work began in the Tahrirat Kalemi in Samsun in 1858/59, at about 17, with four unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. The first annual entry, for 1862/63, places Lutfullah in Samsun, the birthplace, in the land office (Arazi Kalemi), where the entries run to 1864/65. Lutfullah then moved to Yozgat and Ankara from 1865 to 1871, with a rise to a post in the correspondence office (Tahrirat Kalemi) in 1865/66 and to customs official (Rüsumat Memuru) in 1869/70, then back to Yozgat from 1871 to 1875. Next came Kütahya and Canik from 1875 to 1878. From 1878 to 1897 the annual entries place Lutfullah in Trabzon.
Pay rose from 200 kuruş a month in 1862/63 to a peak of 1,000 in 1869/70, as Rüsumat Memuru in Ankara, when 71 per cent of paid officials earned less. The final annual entry is for 1896/97. Lutfullah received a rank (rütbe) and the Mecidi order. An entry in "Sicill-i Ahvâl defterlerine göre Samsunlu devlet memurları (1879-1909)" by MERVE ÖZİNAN (2026) probably refers to Lutfullah, since the name, the birthplace, the birth year and a place of service agree.
