Life#
Hafız Recep Recai Efendi was born in Samsun in 1869/70 (AH 1286), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Recep Recai also held a qualification (a diploma, certificate, training or decoration).
Work began in Samsun in 1882/83, at about 14. From the first annual entry, for 1893/94, to 1901/02, every annual entry places Recep Recai in the same post, communications official (Muhabere Memuru), in Erzurum.
Pay rose from 475 kuruş a month in 1893/94 to a peak of 500 in 1895/96, as Muhabere Memuru in Erzurum, when 47 per cent of paid officials earned less. The final annual entry is for 1901/02. Recep Recai probably has an entry in "Sicill-i Ahvâl defterlerine göre Samsunlu devlet memurları (1879-1909)" by MERVE ÖZİNAN (2026) (the name, the birthplace and the birth year agree).
