Life#
Born in Samsun in 1860/61 (AH 1277) into the Armenian Christian (Ermeni) community, İstepan Efendi was the child of a tradesman (esnaf). Schooling took four years, at a community school (Millet Mektebi); İstepan also wrote Armenian, French and Turkish.
At about 17, in 1878, İstepan began work in Samsun, with three unpaid years as a mülazım (apprentice) before a first salary of 380 kuruş. The annual lists begin in 1880/81, with İstepan as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti) in Samsun, the birthplace, where the entries run to 1884/85. İstepan then moved to Kastamonu from 1885 to 1890, then Beyoğlu from 1890 to 1905. The last posts were in Istanbul from 1905 to 1907.
The salary went from 380 kuruş a month in 1880/81 to 550 in 1902/03, the peak, as Muhaberat-ı Ecnebiye Memuriyeti in Beyoğlu, when 65 per cent of paid officials earned less. Over 27 years the salaries add up to 147,300 kuruş, about what an official on the median salary earned. The last annual entry is for 1906/07.
